Spencer County approves $225,700 payment to contractor for new animal shelter; pavilion drawings go to bid

Spencer County’s Fiscal Court voted Jan. 21 to authorize pay application #3 for the county animal shelter and approved a related change order while circulating final pavilion drawings for bidding.

The county approved payment of $225,700.68 to the contractor as pay application #3 and approved a $1,550 change order for exterior dog kennels that was included in the pay request packet. The contractor (WPC Company; contact Doug White) had also asked to revisit an additional $1,942 charge tied to elevation changes; the Court said it would continue discussing that amount but approved the listed pay application and change order so construction work could continue.

Judge Scott Travis and Magistrate Esq. Jim Travis led discussion on finishing the building’s rear sections and noted that county staff anticipated completing some interior finishing work themselves. Karen Clark (county staff) was identified in the record as tracking construction pay requests. The Judge said the county expected to finish work on or before St. Patrick’s Day if in-house work proceeds as planned.

Separately, the Court reviewed pavilion drawings and indicated the package is now ready to be advertised for bids; the Judge also reported the county has closed on land required to build the associated road and estimated needing soil/earthwork materials to prepare the site.

What’s next: County staff will process the contractor payment and continue to review the disputed $1,942 item; pavilion bid documents will be prepared and advertised to solicit construction bids.
