Simpson County Fiscal Court approves software purchase, staff raise and multiple budget transfers

Simpson County Fiscal Court approved several fiscal and administrative actions during its regular meeting on Aug. 6, 2024, including the purchase of permit‑management software, a merit pay increase for a deputy fire chief and multiple budget transfers.
The court authorized buying Permit LV (Permit–Low Volume) for building and electrical permit management at a first‑year cost of $14,724 with annual renewals estimated at $1,900; the motion authorized Judge Executive Mason Barnes to sign necessary documents. Magistrate Myron Thurman moved the purchase and the court approved the motion.
On the recommendation of Fire Chief Leslie Goodrum, the court adopted Resolution No. 2024‑08‑06EMP‑FSFR to grant Deputy Fire Chief Nelson Slaughter a $2,100.08 annual merit raise, effective with the payroll following approval.
The court accepted a Rural Secondary Program Agreement from the Kentucky Transportation Cabinet for $136,943 to resurface Barnes School Road (CR 1013) and Lake Springs Road (CR 1149), adopting Resolution No. 2024‑08‑06FLEX and authorizing Judge Executive Barnes to sign.
Fiscal Court also approved multiple budget transfers sourced from the transfer reserve for sheriff vehicle maintenance, parks and recreation, fleet maintenance and HAVA election equipment as listed in the meeting minutes. The court approved a cash transfer of $20,843.79 from the Federal Grant Fund to the General Fund and approved a $157,500 transfer from the General Fund to the Jail Fund; Magistrate Myron Thurman abstained on the jail transfer vote.
The court reviewed and approved bills and claims as presented (vendor and payroll items recorded in the official minutes) and approved the July 31, 2024 financial statement subject to audit, authorizing County Treasurer Nicole Law and Judge Executive Barnes to sign.
The court’s actions bundle multiple operational decisions that affect county permitting workflows, road maintenance schedules, payroll costs and jail funding. Several measures passed unanimously, while the jail fund transfer recorded one abstention.
