The Simpson County Fiscal Court approved a series of routine motions at its Nov. 5 meeting in Franklin, including the appointment of a new fiscal court clerk and several personnel, budget and procurement items.
The court appointed Sydney Downey as Fiscal Court Clerk following a motion from Magistrate Marty Chandler and a second from Magistrate Scott Poston; the motion carried unanimously. The court also approved the minutes from the Oct. 15 regular meeting.
County leaders approved an updated Estoppel Agreement clarifying that its restrictions apply to “together with its affiliates, successors and assigns,” preventing a tax-increment financing (TIF) district from being implemented within the 450-acre Henderson Industrial Park; County Attorney Sam Phillips said the vote was necessary because of a wording change.
The court approved an engineering agreement for the County Clerk/PVA building (see separate coverage) and gave authorization for several surplus items to be added to an auction list, including multiple sheriff vehicles and a 2014 TX Gator. The sheriff was also authorized to explore avenues to sell surplus cages and lights for vehicles no longer in use by the sheriff’s office.
Personnel actions approved included a temporary firefighter authorization effective Nov. 5, 2024 through June 30, 2025; multiple merit-pay increases effective Oct. 25, 2024; and authorization to hire an administrative assistant in the County Judge Executive’s office with a start date of Nov. 18, 2024.
Finance items approved included a small budget transfer ($107.30) and a cash transfer of $4,739.78 from a federal grant fund to the general fund. The court reviewed and approved bills and claims for payroll and vendors as presented.
All listed motions carried by unanimous voice votes recorded in the minutes (five members present unless otherwise noted). The court entered executive session later in the meeting to discuss a confidential business proposal and adjourned after returning from closed session.
What happens next: Several items require signatures or follow-up (for example, the Estoppel Agreement also requires the signature of Mayor Larry Dixon), and the court scheduled additional discussion of radio/communications setup with state partners at its Nov. 19 meeting.
