Brookville Council swears in returning members, elects leadership and confirms reappointments

Brookville Borough Council met Jan. 5, 2026, in the borough conference room for its reorganizational and regular meeting. Mayor Richard Beck swore in returning council members Karen Allgeier, Sarah Gallagher and Dave Smail before the council voted on its leadership for 2026.
Randy Bartley moved to elect Phil Hynes as council president; Karen Allgeier seconded and the motion carried 7-0. Sarah Gallagher moved to elect Karen Allgeier as vice-president (seconded by Randy Bartley), and the council elected Randy Bartley as second vice-president after a motion from Allgeier and a second from Rick Park; both motions carried 7-0. President Hynes then called the regular meeting to order at 7:02 p.m.
The meeting included routine approvals: the Dec. 2, 2025 minutes were approved on a 7-0 vote after a motion by Karen Allgeier and a second from Sarah Gallagher, and the council approved accounts payable on a separate 7-0 vote. Borough Manager Dana Rooney presented a slate of reappointments: Bruce Pierson to the Authority Board (five-year term), Rick Park to the Shade Tree Commission (five-year term), and Judy Anthony to both the Code Enforcement Appeal Board (five years) and the Council Vacancy Board (one year). Each reappointment was moved and seconded and approved 7-0.
The council also announced committee assignments for 2026, naming chairs and members across Community Resources, Finance, Mental Health, Personnel, Property, Public Safety, Rebranding, Stormwater and Strategic Planning. The meeting closed with routine remarks from elected officials and a unanimous motion to adjourn at 8:22 p.m.
Votes at a glance: leadership elections and listed reappointments were approved by 7-0 council votes; minutes and expenditures were likewise approved 7-0.
