Franklin County Fiscal Court approves 3% pay raise, hires HR director and approves $3M short-term CD

At its Dec. 18 meeting the Franklin County Fiscal Court unanimously approved a 3% pay increase for county employees under the County Judge/Executive, authorized a $3,000,000 three-month certificate of deposit, approved cash transfers and the Treasurer's report, and hired Frances Short as Human Resource Director.
The Franklin County Fiscal Court on Dec. 18 unanimously approved a 3% pay increase for employees under the direct supervision of the County Judge/Executive and took several related financial and personnel actions.
Judge Michael Mueller, County Judge/Executive, presided over the voting meeting. The court voted to approve the 3% pay raise in a motion moved by Squire J.W. Blackburn and seconded by Squire Mike Harrod; the motion passed with Squires Sherry Sebastian, J.W. Blackburn, Kelly Dycus, Mike Harrod, Richard Tanner, Eric Whisman and Judge Mueller voting in favor.
The court also received the Treasurer's Report and approved cash transfers for fiscal year 2025–2026 (motion moved by Squire Sherry Sebastian, seconded by Squire Richard Tanner). To bolster investment earnings, the court authorized the treasurer to open a certificate of deposit for $3,000,000 for a three-month term (motion moved by Squire Blackburn and seconded by Squire Harrod).
On personnel, the court voted to go into a closed session under KRS 61.810(1)(f) for discussions that might lead to appointment, discipline or dismissal of an employee and later returned to open session. Following that return, the court approved hiring Frances Short as Human Resource Director (motion moved by Squire Harrod, seconded by Squire Tanner). The motion carried unanimously.
No motion was offered to deny a claim and bills were ordered paid during the session. The meeting was called to order at 11:18 a.m. for voting business and adjourned at 11:27 a.m.
