Fiscal Court backs annexation to include Stockton Cemetery, addresses Denton Lane gate dispute and park maintenance

The Fleming County Fiscal Court voted to support a City of Flemingsburg annexation along Stockyards Road to include Stockton Cemetery, a step the minutes say could allow additional grant funding opportunities for the cemetery. The court also approved Resolution 23-1394 designating Fleming County as the official birthplace of Franklin Sousley, KIA-USMC.
Don Latham came before the Fiscal Court to discuss maintenance on Denton Lane and said a gate that had blocked the road was removed and that he did not install it. The court reviewed an Affidavit of Right of Way dated Sept. 2, 2016, which requires adjacent property owners to remove gates and prohibits gates that interrupt county roadway maintenance; the affidavit states that if Denton Lane is gated again the county will cease maintenance and remove the road from the County Road Map and Maintenance System. The court tabled additional action on the matter until its next meeting.
The court approved surplusing specified items at Fox Valley Recreation Park to be sold by public auction, with sale proceeds to return to the park. The court also approved surplus and public auction of two county vehicles (a 1998 International and a 1998 Chevy K20) and used beams removed from the Branch Brothers Bridge project, and authorized public notice to auction those items at Chuck Marshall Auctions.
Separately, the court voted not to support a proposed location for replacement chain-link signage behind county line signs and discussed a proposed countywide cleanup for Fall 2023; the cleanup item was tabled pending development of participation guidelines.
The court voted unanimously on the recorded actions; attendees present were five magistrates and the county judge/executive, with one magistrate absent.
