Fleming County Fiscal Court approves budget amendments, appointments and sets treasurer hiring timeline; senior center parking flagged

The Fleming County Fiscal Court met Dec. 12, 2023 at the Fleming County Courthouse and unanimously approved a series of routine budget, personnel and contract items while flagging problems with the new senior center parking lot.
County Judge/Executive John Sims Jr. called the meeting to order at 9 a.m. and the court approved the Nov. 14 minutes and several administrative motions, including adding all dispatch employees into the Kentucky Retirement Systems order of participation (effective Nov. 1, 2023) and renewal of the HMC HVAC preventive maintenance contract for the judicial center at $13,952.00 annually.
The court approved financial reports presented by County Treasurer Kathy Dryden showing combined funds totaling $4,051,465.33 for November 2023, and it passed Ordinance 23-1397 on second reading as a budget amendment. The court also approved the listed budget and cash transfers.
The court approved Pay Application 10 from contractor Momentum for $374,704.70 for the new senior center project but noted that the newly installed asphalt parking lot was “not acceptable.” The court scheduled a meeting with Momentum for Dec. 13, 2023, and a substantial amount was deducted from the pay application pending resolution.
Other approved items included a 50/50 participation agreement with the City of Flemingsburg on the Buffalo Trace Area Development District comprehensive plan update (county share not to exceed $9,500), reappointment of Woodie Reeves to the district board through Dec. 31, 2026, and the appointment of Mark Smith to the Board of Health District for 2024–2026.
The court also approved several sheriff’s office budget items and payments: the sheriff reported that new mobile data terminals are now operational, K9 Rex will finish training next week, and the city approved first reading to allow the sheriff to collect city taxes next year. The court approved an advancement payoff payment of $113,000 for 2023 and adopted the sheriff’s 2024 budget and salary order.
Dispatch Center Supervisor Charlotte Benton told the court the new CAD (computer-aided dispatch) system is operational and training is ongoing; Benton requested regular IT support and an established hourly support rate. The court approved the dispatch report.
County Clerk Fritz told the court that state work to install new motor-vehicle processing systems will require a temporary shutdown of motor-vehicle transactions; Fritz said the shutdown is scheduled by the state from Jan. 29 to Feb. 11, 2024. Fritz also said his office is currently the subject of an election audit.
County Treasurer Kathy Dryden announced she will retire effective March 31, 2024. The court unanimously authorized public notice and began accepting applications to hire a new county treasurer so a replacement can be in place for training by February 2024.
The court voted to adjourn at 10:02 a.m.
