Fleming County Fiscal Court approves financial reports, advances budget amendment and mandates direct-deposit payroll

Fleming County Fiscal Court approved routine financial reports and several payroll and budget measures during its Nov. 14, 2023 meeting at the Fleming County Courthouse.
County Treasurer Kathy Dryden presented quarterly and monthly financial reports ending Oct. 31, 2023 showing total all funds of $4,088,528.20, including an ARPA Fund balance of $2,080,832.69, a General Fund balance of $497,341.55 and a Road Fund balance of $736,359.93. The court unanimously approved the treasurer’s reports.
The court approved budget and cash transfers as presented and authorized payroll distribution on Nov. 22, 2023 due to the holiday. Treasurer Dryden read the first reading of Ordinance 23-1397, a budget amendment; the court approved the ordinance’s first reading unanimously. The court also approved an order of participation in the Kentucky Retirement Systems to include all dispatch employees as presented.
On a separately recorded roll-call vote, the court approved making payroll direct deposit mandatory beginning January 2024. Magistrates Kerri Moran, Taylor Hunt, Richie Kielman, Joe Dunaway Jr. and Donnie Fawns voted in favor; Magistrate Ray H. Money voted no.
The court approved claims reports and carry-in claims, and accepted other routine financial items. No further debate was recorded on the budget amendment or the direct-deposit policy; the ordinance remains at first reading.
