Fleming County Fiscal Court approves routine financial reports, salary orders and multiple administrative motions

At its Jan. 9 meeting the Fiscal Court unanimously approved meeting minutes, the county treasurer’s monthly and quarterly reports (total funds $3,283,979.66), budget and cash transfers, salary orders and several departmental reports; Hester Towing’s request for reinstatement to the wrecker rotation will be reviewed after inspections.
Fleming County Judge/Executive John Sims Jr. opened the Fiscal Court’s regular meeting at 9:00 a.m. Tuesday at the Fleming County Courthouse and members conducted a slate of routine administrative actions.
The court unanimously approved the Dec. 12, 2023 meeting minutes following a motion by Magistrate Kerri Moran and a second from Magistrate Taylor Hunt. County Treasurer Kathy Dryden presented the monthly and quarterly financial reports ending Dec. 31, 2023, showing fund balances including: General $916,641.58; Road $199,765.40; Jail $7,435.81; LGEA $117,170.32; Forest Fire $1,083.96; CDBG $2,777.30; Dispatch $149,171.65; Clerk’s Storage $24,536.25; ARPA $1,450,478.42; Opioid $99,927.12; Capital Improvement $314,991.85, for a total of $3,283,979.66. A motion to approve those reports (mover: Ray H. Money; second: Donnie Fawns) passed unanimously.
The court also approved presented budget transfers (mover: Joe Dunaway Jr.; second: Richie Kielman), cash transfers (mover: Kerri Moran; second: Taylor Hunt), the 2024 County Employee Salary Order (mover: Taylor Hunt; second: Donnie Fawns), and claims reports (mover: Ray H. Money; second: Richie Kielman), each by unanimous vote. Clerk’s reports and related actions were approved as a group: the clerk’s December month-end report, the 2023 fourth-quarter report, the clerk’s 2024 budget and the clerk’s 2024 annual salary order (motions and seconders listed in the meeting record), all approved unanimously.
The court approved monthly reports from county offices as presented: the Fleming County Sheriff’s month-end report for December 2023, the Fleming County Dispatch Center December 2023 report and the Fleming County Jailer’s December 2023 report (each motion carried unanimously).
Crystal Ruark, director of the Fleming County Chamber of Commerce, provided an update on local programs, upcoming events and a membership drive. Owners of Hester Towing asked to be reconsidered for placement back on the county wrecker rotation; County Judge/Executive Sims said the court would revisit that request after the company completed required inspections and other prerequisites.
Judge/Executive Sims told members the Flemingsburg-Fleming County Industrial Authority audit for the year ending June 30, 2023 was received and distributed. Sims also commended Chris Williams for removing beaver dams along Fox Valley Lake at no cost to the county and reported that Sandra Elliot, a Kentucky Heritage Conservation Fund site inspector, joined him for a walkdown of Park Lake Mountain Nature Preserve to assess trail access improvements.
The court adjourned at 9:56 a.m. following a unanimous motion to adjourn.
