Fleming County Fiscal Court on March 12 said it will withhold payment to contractor Momentum for work on the new Fleming County Senior Center until Momentum submits required certified payroll documents specified in the contract. The court was also presented with a nine-page punch list from Brandstetter Carroll following a recent inspection; Change Order Five was not ready for approval.
The decision to hold payment was recorded during the meeting’s construction-update discussion. Court members did not approve Change Order Five and instructed that the contractor provide contractually required payroll certification before payment is released. No timetable for resubmission or final acceptance was specified in the minutes.
