Fleming County Fiscal Court approves budget amendment, authorizes ARPA spending for Senior Center and clears road procurement

At its April 9 meeting the Fleming County Fiscal Court unanimously approved Ordinance 24-1398 (a budget amendment), accepted financial reports showing $3.18 million in all funds, authorized ARPA spending for Senior Center equipment, and cleared a slate of procurement actions including road material vendor authorizations.
Fleming County Fiscal Court unanimously adopted Ordinance 24-1398, a budget amendment, and approved a string of routine measures during its April 9, 2024 meeting at the Fleming County Courthouse. County Judge/Executive John Sims Jr. presided.
The court approved the County Treasurer’s March 31, 2024 financial reports. County Treasurer Miranda Utterback reported total funds of $3,183,720.90, including the General Fund at $1,212,640.29 and an ARPA Fund balance of $1,009,852.06. On unanimous votes the court also approved budget transfers, cash transfers and claims reports as presented.
The court voted to expend committed ARPA funds to purchase additional kitchen equipment, AED units and a propane emergency generator for the new Senior Center construction project that the county is building in partnership with the City of Flemingsburg and Licking Valley CAP (the original joint agreement was approved in March 2022). The court also voted to surplus the West Elm Street property (the old Senior Center) once vacated, to seek bids for a public auctioneer to sell the property, and to divide auction expenses and proceeds with the City of Flemingsburg.
On procurement matters the Fiscal Court accepted the lowest and best bids for a range of road materials and services, authorized the County Judge/Executive to negotiate pricing and sign contracts effective April 9, 2024, and explicitly listed approved vendors for road-department materials. The court separately authorized an agreement with Compass Minerals for road salt. The public bid opening for the Buffalo Trace Road Commission was held on April 6, 2024, and prices are effective April 15, 2024.
Several routine reports were approved: the Fleming County Board of Health minutes (which kept the 2024 property tax rate at 5 percent) were entered into the record; the Fleming County Clerk’s March report and the sheriff’s monthly and first-quarter reports were approved; and the Fiscal Court approved payment of election workers up to $11,500.
Other business included review of proposed amendments to the Fleming County Administrative Code and personnel policies (with accepted amendments prepared for a first reading at the May meeting), and an agreement to review older solid-waste ordinances from 1989 and 1995 for compliance with current state statutes and possible permit-fee adjustments.
The meeting adjourned at 10:08 a.m.; the Fiscal Court reconvened briefly as the Fleming County Public Properties Corporation, appointed Miranda Utterback as treasurer replacing Kathy Dryden, and adjourned that body at 10:09 a.m.
