Fleming County Fiscal Court advances FY2024-25 budget first reading and approves routine appointments

The Fleming County Fiscal Court on May 14 approved the first reading of the FY2024-25 budget ordinance and unanimously authorized multiple appointments, contract renewals and insurance selections while accepting the county treasurer's April financial report.
The Fleming County Fiscal Court on May 14 unanimously approved the first reading of Ordinance 24-1402, the county's FY2024-25 budget, and moved forward with several routine appointments, contract renewals and grant actions.
County Judge/Executive Sims presided over the meeting. The court also adopted Resolution 24-1403 accepting the Kentucky Transportation Cabinet District Nine rural secondary recommendations for FY24-25 as presented by Hayden Smith. The court approved the County Road Aid agreement (Resolution 24-1401) for FY2024-2025 and renewed the annual Fiscalsoft agreement for the coming fiscal year.
The court approved the County Judge/Executive’s recommended appointment of Ron Thomas to complete an unexpired term on the Board of Ethics and an additional term beginning May 31, 2024, and reappointed Angie Muse (Board of Ethics), Paul King (Flemingsburg–Fleming County Recreation Park Board), Jason Schumacher and Carolyn Schwartz (Public Library Board of Directors) to new terms as recorded.
Insurance selections and fiscal items included approval of earthquake insurance for FY2024-2025 (Option One, $11,122 annual premium) and acceptance of terrorism insurance coverage at no cost. The court approved the 2024 Waste Tire Grant application and the FY2024-2025 agreement with Montgomery Regional Jail. It also accepted aggregate pricing proposals from four suppliers and authorized purchases based on quality and proximity to work areas.
County Treasurer Miranda Utterback presented the April 30, 2024 month-ending and quarterly reports showing total all funds of $3,207,899.13, including an ARPA balance of $965,651.94 and an Opioid Fund balance of $195,237.39. The court unanimously approved the financial reports, budget transfers, cash transfers and claims as presented.
The court approved a $15,000 transfer from the General Fund Program Support to the Sheriff and approved the annual order of recurring expenses and April county road maintenance reports. The first reading of the budget ordinance was recorded as approved and will proceed according to statute and local procedures.
Votes on the items above were recorded as unanimous where noted in the minutes. The court is expected to continue routine budgetary proceedings at upcoming meetings.
