Elizabethtown council approves appointments, sewer pay application and events; one appointment fails

Old business: Councilmember Andrew Schoenberger’s motion to appoint Hob Krosen to the Elizabethtown Area Community Services Authority (per Resolution 2026‑04) failed on a 2‑4 vote. Later, Councilmember J. Marc Hershey moved and Vice President Jeff McCloud seconded the appointment of Kristy Moore to the same authority; the council approved that appointment unanimously.
Finance and operations: On a motion by Councilmember J. Marc Hershey, seconded by Vice President Jeff McCloud, council approved Pay Application #1 to Wexcon Inc. in the amount of $144,485.00 for work on the 2025 Sanitary Sewer Improvements Project. Council also approved the LIV‑Etown 2nd Friday events and a Hope Community Church special event scheduled for May 31, 2026, on a motion by Councilmember Andrew Schoenberger, seconded by Councilmember Jay Hynicker.
Other business: Borough Manager Ann Roda told council staff is reviewing multiple sections of the fee schedule and recommended focusing on false alarm fees; she also said letters notifying property owners about required sidewalk or curb repairs will be sent in advance of 2027 paving, with staff asking council for guidance on four properties with complex situations. The council was also asked to review the Master Park Plan for potential DCNR Community Conservation Partnership Program grant applications.
