Elizabethtown council directs staff to study temporary parking permits, electronic payments during Radio Road work

Borough Manager Ann Roda told Elizabethtown Borough Council on Jan. 15 that recent parking data and observations show a need for temporary measures to address downtown parking during construction on Radio Road Phase 2.
Roda said that some W High Street residents park in their rear yards via Winnemore Alley and that access to the alley will be limited during the planned construction. Council discussed several options, including introducing electronic parking payments, creating a temporary permit for residents who lose alley access, and issuing permit passes for business owners. Council directed staff to gather additional information about usage patterns at the W High Street lot and the parking needs of residents who rely on Winnemore Alley, and to consult the borough solicitor about a temporary parking permit ordinance.
Roda presented parking observations gathered over recent months, including data from the W High Street lot and comments from downtown stakeholders. President Jeff Winterborne also noted that development of a monthly parking pass for the Elizabethtown Train Station was tabled for a future meeting.
No formal vote or ordinance was adopted on Jan. 15; the council’s action was to request further study and legal guidance before returning to the council with recommendations.
