Cheatham County legislative body approves Talley rezoning, budget amendments, appointments and surplus vehicle sale

ASHLAND CITY, Tenn. — The Cheatham County Legislative Body on Nov. 18 approved a series of routine land-use, budget and personnel items, including a rezoning for property on Old Clarksville Pike, multiple budget amendments and the surplus sale of a county ambulance.
The panel voted 10–0 (two members absent) to rezone a 1.83‑acre portion of Map 37, Parcel 25 — property owned by William A. Talley on Old Clarksville Pike — from E1 to R1 after the Planning Commission recommended approval 6–0. Building Commissioner Franklin Wilkinson presented the planning commission recommendation before Commissioner Tim Williamson moved to approve and Commissioner Ann Jarreau seconded.
The meeting’s financial business included several County General Fund amendments recommended by Director of Accounts Sandrine Batts and the Budget Committee. Changes approved covered the South Cheatham and Cheatham County libraries, the property assessor’s office, senior services, the county trustee’s office, chancery court, the county clerk’s office, a $15,000 allocation for public safety projects and a $1,501.78 adjustment affecting the sheriff’s budget. That package passed by roll call vote 10–0 with two commissioners absent; funding sources were listed as "various."
Separately, the body approved an Education Capital Projects amendment of $23,900.97 funded from unused note proceeds and authorized $27,828.56 for other general government capital projects from the county general fund balance.
The commission also authorized surplus and sale of a 2012 Ford F‑350 ambulance (VIN 1FDRF3GT5CEC34614, mileage 134,519). Once declared surplus, the ambulance will be listed on GovDeals with a reserve price of $7,500; proceeds will be deposited to the Other Capital Project — Vehicle Fund.
County Mayor Kerry McCarver presented several consent items that the body approved by voice vote, including the mayor’s signature on an archives grant contract, renewal of a Dataworks printer‑maintenance agreement for the sheriff’s office, the Kingston Springs Library lease and three appointments: Gary Chance and Ty Brown to the Planning Commission and Brenda Montgomery to the 911 Emergency Board.
Capital Improvements Committee Chair Gary Binkley moved, and the body approved, $4,500 for courthouse sidewalk repairs, with the funding coming from the Capital Improvements Fund.
In other business, Director of Schools Dr. Cathey Beck announced an Ashland City literacy grant for the county’s elementary schools, a Broadway Junior Grant for Cheatham Middle School to stage The Lion King, and a partnership with Austin Peay State University to support a “Grow Your Own” pathway allowing teacher aides to earn education degrees while working. Economic & Community Development Director Jerome Terrell said the county did not receive a grant for trade‑job training for the school system and said staff will pursue other opportunities and hold an informational meeting and industry breakfast on Dec. 10.
Sheriff Mike Breedlove publicly thanked the community for support following the death of Deputy Stephen Reece and announced funeral arrangements; local departments will assist with calls so county deputies can attend services.
On the legal side, County Attorney Michael Bligh told commissioners that property‑maintenance violations are treated as civil matters, while building‑code violations are criminal and subject to the District Attorney’s charging discretion.
The consent calendar included approval of a slate of Notary Public applicants. With no further business, the body adjourned at 7:11 p.m.
