Cheatham County clears three rezones, approves budget tweaks and hears flood update

The Cheatham County Legislative Body on Feb. 25 approved two rezones, denied another, passed multiple budget amendments and contracts, and heard Emergency Management Director Edwin Hogan report no fatalities from the Feb. 23 flood.
Chairman Donnie Jordan convened the Cheatham County Legislative Body on Feb. 25 in the General Sessions Courtroom in Ashland City. The commission approved multiple land-use decisions, authorized budget adjustments and contracts, and received an update on county flood response.
Emergency Management Director Edwin Hogan told commissioners the Feb. 23 flood produced no fatalities or injuries, damage assessments were underway and county staff would meet to determine how to assist with debris disposal. Commissioners publicly commended emergency personnel and road crews for their response.
On land use, the commission handled three advertised rezoning requests. The board approved Michael Waynick’s request to rezone property at 1341 Highway 49 East from R1 to E1 after a Planning Commission recommendation in favor. The commission denied Brian Harwood’s requested Ag→C1 rezoning of property at 1422 Highway 70 following public opposition. The board approved Perry J. DePriest’s request to rezone 7730 Highway 41‑A from R1 to C1. A separate, older request for a zone change at 4055 Sweet Home Road was referred back to the Planning Commission with two amendments: the plan should include fewer houses because of the road structure, and a Tennessee Department of Transportation traffic study must be completed before the rezoning is reconsidered.
County Mayor Kerry McCarver presented administrative items the commission approved by roll call, including authorization for the mayor’s signature on a copier service amendment for Building Codes, a Voting Machine Contract, Clarke generator agreements and Waste Industries service agreements for EMS stations. The commission also voted to support a 2019 Tennessee Housing Development Agency (THDA) home grant application and authorized an offer of $90,000 for the Petway property.
Budget Director Sandrine Batts brought several routine budget amendments for the general fund and other county funds. Approved adjustments included modest additions for jail, juvenile services, the South Cheatham Library, courtroom security, the county clerk’s office and EMS; the county also authorized an amendment to Solid Waste operations and a $44,000 allocation for Drug Enforcement from the Drug Control Fund. The county approved a surplus declaration for outdated EMS radios, damaged Getac laptops, office equipment, expired breathing apparatus and other items.
Standing committees reported routine business: the Education Committee approved a resolution opposing education voucher legislation; Capital Improvements approved $4,930.02 to purchase training tables for Sycamore Square and commission meetings; and Road and Bridge formalized authority for the Cheatham County Emergency Communications District to address properties within the county. The commission also authorized a continuous five‑year reappraisal cycle for property assessments.
During the public forum, resident Gladys Rice of the 2nd district asked commissioners for a stricter noise ordinance. Sheriff Mike Breedlove reported 175 inmates in the county jail and reminded commissioners of a March 12 tour of the Davidson County Jail. The meeting adjourned at 8:47 p.m.
