Elizabethtown council elects Winterborne president, McCloud vice president and confirms 2026–2027 appointments

Elizabethtown Borough Council elected Jeff Winterborne as council president and Jeff McCloud as vice president at its Jan. 5 reorganization meeting after both leadership votes ended in 3–3 splits that Mayor Phil Clark broke in favor of Winterborne and McCloud.

The mayor administered the oath of office to Matthew Rodriguez, Jay Hynicker and J. Marc Hershey before calling the meeting to order at 6:04 p.m. A motion by Councilmember J. Marc Hershey and second by Councilmember Jay Hynicker to approve staff and consultant appointments for calendar years 2026–2027 passed unanimously. The approved appointments included Ann Roda as Borough Manager/Secretary-Treasurer/Open Records Officer and Pamela Roberts as Assistant Borough Manager and Zoning Officer; Chief Derek Koch was designated Police Department Open Records Officer. The council also confirmed solicitors, auditors, the Lancaster County Treasurer as tax collector, PLGIT as the main depository, and engineering and inspection firms for borough projects.

President Winterborne asked for volunteers to serve as the borough's voting delegate and alternate to the PA State Association of Boroughs (PSAB) 2026 Annual Conference in Hershey. Councilmember J. Marc Hershey nominated Jay Hynicker as the voting delegate and Hershey as the alternate; both nominations were approved unanimously.

During public comment, Kristi Moore of Groff Avenue welcomed newly sworn councilmembers and expressed pleasure at becoming a borough resident. Councilmembers also confirmed the 2026–2027 meeting schedule, with regular meetings set for the first and third Thursdays at 7:00 p.m. and special budget meetings in October–December as needed.

Mayor Phil Clark closed by thanking attendees and saying he looks forward to working with council and staff. The meeting was adjourned at 6:40 p.m.
