Cheatham County approves THDA grant support, budget amendments and $700,000 note for school textbooks and laptops

County Mayor Kerry McCarver presented a resolution supporting the county’s application for a FY2020 THDA Home Grant. The motion, made by Commissioner Gary Binkley and seconded by Commissioner Walter Weakley, passed by roll call vote 12–0. The minutes list the item as Resolution 4.
The Budget Committee, represented in the meeting by Director of Accounts Sandrine Batts, recommended a series of General Fund budget amendments affecting the sheriff’s office, libraries, jail, security, building maintenance, the mayor’s office and chancery. Commissioners voted 12–0 to approve the amendments; the minutes indicate funding sources as “various.”
Separately, the commission authorized a three-year capital outlay note not to exceed $700,000 for school ELA (English language arts) textbooks and laptops. The school financing item was presented with committee approvals (School Board Vote: 6–0; Education Vote: 4–0) and carried on the full-body roll call 12–0.
Capital improvement measures approved included $45,000 for mold treatment, electrical work and an HVAC replacement at the Animal Control facility, and $13,500 for a drainage installation at the Emergency Medical Services bay entrance. The commission also awarded a courthouse roof replacement bid to Don Kennedy Roofing for $32,892, with an additional $2.65 per square foot allowance for decking replacement if needed. All three capital items passed by roll call vote 12–0.
The minutes record that commissioners briefly suspended the rules of order during the meeting and considered, but later withdrew, a motion to allow the Veterans Memorial Park to apply for a county matching grant of up to $25,000 pending review by the County Attorney and County Mayor.
The meeting’s consent calendar included approval of several notary public applicants. With no further business, the commission adjourned at 8:07 p.m.
