Cheatham County OKs zoning changes, 2018 building codes, budget amendments and capital projects

At its Nov. 15 meeting the Cheatham County Legislative Body approved two zoning changes, adopted the 2018 International Codes, authorized mayoral contract signings, approved budget amendments and capital projects including a $1.48 million high-school roof note and $100,590 for bus-facility traffic lights, and joined an opioid abatement settlement.
The Cheatham County Legislative Body approved a package of governance, budget and capital items at its Nov. 15, 2021 regular session in Ashland City.
Zoning and codes: The commission approved two zone-change requests: Michael and Kristi Hasse’s property (Map 039, Parcel 71 at 2032 Milliken Rd.) from E1 to R1, and James and Angeline Heath’s property (Map 66, Parcel 20.03 at 1245 Sams Creek Rd.) from E1 to R1; the Heath parcel includes land in a Special Flood Hazard Area. The body also adopted the 2018 editions of the International Residential, Building, Plumbing, Mechanical, Fuel Gas, Swimming Pool and Spa, Fire, Energy, and Property Maintenance Codes, as amended. Votes on these items were roll-call and recorded as 8 Yes, 0 No, 4 Absent.
Contracts and settlements: Commissioners authorized County Mayor Kerry McCarver to sign three documents: a BBE contract for Circuit Court, a GEOServices contract, and a Securus contract addendum. The body also approved a resolution to join the State of Tennessee and other local governments as participants in the state-subdivision opioid abatement agreement and related settlement agreements.
Budget and capital projects: Director of Accounts Sandrine Batts presented Budget Committee recommendations that the body approved, including multiple budget amendments (County General, Highway, Solid Waste, General Purpose School) and an increase in pay for the Planning Commission and Board of Zoning Appeals from $25 to $50 per meeting. The commission approved a three-year Capital Outlay Note for a CCCHS roof replacement not to exceed $1,479,177, to be paid by the county’s Budget Department from Education Debt and to be paid in full by June 30, 2023. The commission also approved up to $100,590 for traffic lights at the Cheatham County Bus Facility, funded from Old Clarksville Pike Intersection Funds. Resolutions updating public-advertisement thresholds and sealed-bid advertising requirements were also approved.
Other actions and announcements: Capital Improvements requested that the mayor seek a contract for a compaction test on property behind the new Sheriff’s Office for a potential SWAT building; funding source listed as Capital Improvements. UT Extension reported local programming including participation in an ATV safety program in partnership with Vanderbilt, Ford, Polaris and Harpeth FFA; Dr. Cathy Beck invited residents to a Dec. 14 Christmas luncheon. Chairman Donnie Jordan announced a Special Called Meeting for Nov. 30 to address funding for a new jail. The consent calendar and meeting adjournment were approved before the 6:57 P.M. adjournment.
