Cheatham County imposes rezoning moratorium on Sweethome Road, approves two zoning map changes

Cheatham County commissioners adopted a temporary moratorium on rezoning any property with frontage on or access to Sweethome Road between Shahan Road and State Highway 49, citing documented traffic congestion and an inadequate intersection.
The resolution, moved by Walter Weakley and introduced by Building Commissioner Franklin Wilkinson, states the moratorium will continue until Dec. 31, 2022 unless ended sooner or extended by the Legislative Body. The moratorium specifically blocks changes that would increase allowable residential density; commissioners approved it by roll call vote, 12-0.
At the same meeting commissioners separately approved two advertised zone changes earlier heard in a public hearing with no speakers for or against. Commissioners approved a motion by Diana Pike Lovell to change Map 047 Parcel 018.02 (3127 Ashland City Highway) from Agriculture to R1 (vote 12-0) and a motion by Tim Williamson to change Map 038 Parcel 100.01 (1302 Bennett Road) from Agriculture to E1 (vote 12-0). Those approvals were recorded by roll call.
The moratorium resolution notes a traffic study and the State of Tennessee had recognized the intersection’s inadequacy and observed there were no current state improvement plans. The moratorium puts near-term limits on development density while staff and commissioners evaluate traffic and safety mitigation options.
The meeting record does not show any public commenters opposing or supporting the moratorium at the public hearing.
Next steps for implementation and any changes to the county’s zoning map will be handled by the Building Department and returned to the Legislative Body as needed.
