Warner Robins sets 2025 millage rate at 8.953 mills, approves annexation, moratorium and street-name change

At its Dec. 15 meeting the Warner Robins City Council adopted Ordinance #35-25 setting the 2025 millage rate at 8.953 mills, approved a 12.73-acre annexation and rezoning at 901 S. Houston Lake Rd., enacted a temporary moratorium on certain retail liquor and regulated-product licenses through June 2, 2026 (pending applications exempt), and approved a road-name change.
The Warner Robins City Council on Dec. 15, 2025 adopted Ordinance #35-25, setting the citys 2025 ad valorem millage rate at 8.953 mills and establishing a tax due date of March 13, 2026. Councilman Clifford Holmes moved for approval; Councilman Kevin Lashley seconded, and Councilmen Derek Mack, Charlie Bibb, Kevin Lashley, Clifford Holmes and Larry Curtis voted in favor.
The council also approved Ordinance #36-25, annexing 12.73 acres requested by the Annie C. Ryals Trust for property adjacent to 901 S. Houston Lake Road and rezoning the parcels from county R-1 (single-family residential) to city C-2 (general commercial). The council added a stipulation requiring intersection infrastructure improvements, which could include a traffic signal if determined necessary, and waived the ordinances second reading. Councilman Charlie Bibb moved approval; Councilman Derek Mack seconded; the motion passed with the same unanimous vote.
Separately, the council adopted a resolution implementing a temporary moratorium on accepting or issuing new applications for retail liquor package store licenses and business licenses for the sale of vape products, low-THC oil products, tobacco products, tobacco objects and cannabidiol products within the city limits. The moratorium is set to remain in effect until June 2, 2026, unless the governing authority acts sooner. The resolution explicitly exempts any pending retail liquor package store license or related business license applications. Councilman Kevin Lashley moved for approval; Councilmen Derek Mack and Charlie Bibb seconded; the motion passed unanimously.
The council also adopted a street-name resolution amending the municipal roadway system to change the name of "Lorraine Street" to "С Josette Way" as recorded in the meeting minutes. Councilman Derek Mack moved for approval; Councilman Clifford Holmes seconded; the motion carried unanimously.
The items above were approved as part of the meetings regular agenda. The consent agenda, approved earlier in the meeting, included the Dec. 1, 2025 meeting minutes; resolutions authorizing contracts with TDG Auto, G.T. Distributors, Inc., and JSW Trenchless Services and Utility Asset Management, Inc.; and purchasing items for the Warner Robins Fire Department ($11,198.83, listed as Williams Dire Apparatus in the minutes), the Utility Department ($42,534.16), the Warner Robins Police Department ($24,833.00 for Vigilant Solution) and the City Attorneys Office ($13,720.48 to Brinson, Askew and Berry). Councilman Larry Curtis moved to approve the consent agenda; Councilman Kevin Lashley seconded; the consent agenda was approved unanimously.
Mayor LaRhonda W. Patrick presided over the meeting, which opened with a prayer from Pastor Melvin Womack and the Pledge of Allegiance led by Engineer Brighton Rumell of the Warner Robins Fire Department. The meeting adjourned at 6:13 p.m. The next regular council meeting is scheduled for Jan. 5, 2026.
