When no alternative was available, Commissioner Chuck Godfrey moved that the committee proceed with the Operational Plan, Operational Costs and Income, and the Tipping Levels but amend Tipping Levels 1–3 to $10, $20 and $30; Commissioner Chad Ogle seconded. Mayor Larry Waters voiced opposition to the proposed fee schedule. The motion passed with four votes in favor; Commissioner Jack Parton abstained.
Director Dan King and Assistant County Mayor Matt Rudder described planned convenience‑center upgrades and coordination with the proposed new site near Pigeon Forge High School. The committee advanced the fee schedule for implementation planning while asking staff to continue exploring alternatives and technical checks with SCSW.
