Sevier County Commission approves rezoning, zoning amendments, code alignment and hires lobbyist
Summary
At its Nov. 20 meeting the Sevier County Commission approved minutes and committee reports, passed a rezoning and a set of zoning-resolution amendments (including changes to store-size and signage limits), agreed to align local energy codes with state law, authorized hiring a lobbying firm and approved 35 notaries.
Sevier County commissioners voted on a series of routine and policy items during their Nov. 20 meeting, approving minutes and committee reports and passing five numbered resolutions.
The commission approved minutes from the Oct. 16 meeting after a motion by Brandon Headrick and a second from Aaron Foster; the motion passed by roll call vote, 21 yes, 4 absent. Commissioners likewise accepted committee reports on a 21-yes, 4-absent roll-call vote after a motion by Mike Chambers and a second from Bryan Delius.
On substantive items, the commission approved Resolution 2023-11-01 to rezone Tax Map 40 Parcel 23.00 (Happy Hollow Lane) from R-1, rural residential, to A-1, agricultural. Don McGill moved to approve; Fred Atchley seconded. The motion passed by roll call vote, 21 yes, 4 absent.
The body passed Resolution 2023-11-02 to amend the county zoning resolution (see separate coverage for details). The motion to adopt the amendment was made by Ronnie Allen and seconded by R. Ogle; the measure passed by roll call vote, 21 yes, 4 absent.
Resolution 2023-11-03 confirmed appointments of commissioners to county committees, including the appointment of Scott Catlett to the Sevier County Regional Planning Commission replacing Ronnie Allen. The motion, moved by Ronnie Allen and seconded by Jack Parton, passed by roll call vote, 21 yes, 4 absent.
Resolution 2023-11-04 signaled the county—————————————————intent to adopt updated building-inspection and energy codes consistent with recent state legislation (Public Chapter 312). Jack Parton moved to approve; Fred Atchley seconded. The motion passed 21 yes, 4 absent.
By separate vote, the commission authorized the county mayor to execute contracts and appropriate funds to hire McMahon, Winstead, and Richardson of Nashville for lobbying services (Resolution 2023-11-05). Jack Parton moved to approve; R. Ogle seconded. The motion passed by roll call vote, 21 yes, 4 absent.
Other actions: commissioners approved 35 notary applicants (motion by Harold Pitner, seconded by Aaron Foster). The meeting closed after a motion to adjourn by Tommy Watts and a second from Aaron Foster; the voice vote was 21 yes, 4 absent.
The commission heard one non-agenda public comment from Robert Schooner, who raised concerns about separation of church and state and referenced a case involving public prayer.
The commission also recognized Sevier County High School graduate Luke Mintz and Scout Troop 582, and Mayor Larry Waters announced the county received an AA1 bond rating from Moody's Investors Service, praising Financial Director B. Huffaker and the commission's budgeting practices.
