Sevier County Commission approves proclamations, rezoning, appointments and E911 director confirmation

The Sevier County Commission on Dec. 18 approved a series of routine and substantive items: a proclamation honoring the Seymour High School dance team for winning the TSSAA Medium Varsity Pom State Championship; three rezoning resolutions recommended by the Sevier County Regional Planning Commission; reappointments to the Sevier County Beer Board; confirmation of Andrew Whaley as Director of Sevier County E911; and certification of 16 notary applications.
Proclamation 2023-12-01 recognized Seymour High School's coaches Christy McCord and Lexi McCord and directed the Historic Sevier County Courthouse bell to ring at 6:30 PM Dec. 18 in celebration. The commission approved the proclamation on a motion by Todd Humble, seconded by Chad Ogle; the motion passed by roll call vote 23 yes, 2 absent.
The commission approved the following rezoning resolutions, each recommended by the regional planning commission and each passing by roll call vote 23 yes, 2 absent: - Resolution 2023-12-01: rezone Tax Map 100 Parcel 104.05 (East Parkway) from A-1 (Agricultural) to C-1 (Rural Commercial), requested by Michael Myers. - Resolution 2023-12-02: rezone Tax Map 134B Group D parcels (2.00, 34.00 and 35.00) (Wears Valley Road) to C-1, requested by Naomi Haynes. - Resolution 2023-12-03: rezone Tax Map 14 Parcel 3.01 (Douglas Dam Road) from A-1 to C-1, requested by Tim Dunaway.
The commission reappointed Chris Young and Greg Houk to the Beer Board (terms through Dec. 31, 2024) and confirmed Andrew Whaley as the new E911 director after Todd Spence stepped down for employment with the ambulance service. Whaley has worked for Sevier County Ambulance Services since 1993 and served as assistant director since 2006. Sixteen notary applications were approved.
Most of these items were routine votes with no public comment recorded and passed by roll call vote with 23 commissioners voting yes and two absent except where noted (the ETSU parking-lot lease passed 15-8, described separately).
