Legislative Committee affirms Franklin County compliance with federal Title VI

The Franklin County Board of Commissioners Legislative Committee unanimously approved a resolution on Jan. 4 declaring the county in compliance with federal Title VI civil‑rights regulations.

The resolution, moved by Commissioner Chuck Stines and seconded by Commissioner Eddie Clark, cites Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987 and references Tennessee Attorney General Opinion No. 92.47. According to the text included in the meeting materials, the county’s affirmation of Title VI compliance is linked to eligibility for incentives awarded through the Tennessee Department of Economic and Community Development’s Three‑Star Program.

The adopted text states that Franklin County ‘‘declares that the county is in compliance with the Federal Title VI regulations’’ and authorizes periodic monitoring by the Department of Economic and Community Development. The resolution text in the packet shows an adoption date line reading ‘‘Adopted this 16th day of January 2018.’’

Committee members voted ‘‘all ayes’’ on the motion during the Jan. 4 meeting. The motion on the floor at the committee was recorded as Stines (mover) and Clark (second).

Because Title VI compliance is a requirement for participation in certain federally funded state programs, the resolution clarifies the county’s position on nondiscrimination in programs receiving federal financial assistance and signals the county’s intent to maintain eligibility for those state-administered incentives.
