The Franklin County Legislative Committee met Nov. 21, 2019, in Conference Room 204 at the county courthouse and unanimously forwarded several resolutions to the full county commission. The panel elected David Eldridge as its chairman and set the committee's meeting schedule for 2020.
Chuck Stines moved to approve the Oct. 10, 2019 minutes, and Carolyn Montoye seconded; the committee recorded "all ayes." Barbara Finney moved to forward to the full commission a resolution to amend the Rules for the Government of the Franklin County Board of County Commissioners to expand the Long Range Planning Committee from five members to eight; Montoye seconded and the motion was forwarded by unanimous vote. Stines moved, and Finney seconded, a resolution accepting the Franklin County Hazard Mitigation Plan; that motion was also forwarded by unanimous vote.
Stines moved to send to the full commission a resolution to name the thoroughfare between the Franklin County Annex building and the Tennessee College of Applied Technology building "Christine Hopkins Way." Finney seconded. The committee requested that the name be left off the full commission agenda so it can be announced at the commission meeting; the motion was forwarded by unanimous vote.
Finney moved to forward seventeen (17) notary applications to the full commission after eighteen (18) names were presented; the committee requested that applicant #1 be removed. The motion was seconded by Wiseman and forwarded by unanimous vote. The record in the minutes states "all ayes" but lists committee members present as Carolyn Montoye, Barbara Finney, David Eldridge and Chuck Stines; the minutes also show Wiseman participating as a seconder on motions. The minutes do not provide an explicit roll-call tally by name beyond "all ayes."
Finney moved to elect David Eldridge as chairman of the Legislative Committee; Wiseman seconded and the committee approved the election by unanimous vote. The committee set its 2020 meeting dates as Jan. 9; March 5; April 9; June 4; July 9; Sept. 10; Oct. 8; and Nov. 24 (to meet at 5:00 p.m. before the Finance Committee).
Chairman Eldridge asked Mayor David Alexander to ensure that a Budget Committee resolution previously passed — and amended by the legislative committee — is correctly reflected in the commissioners' packet; Mayor Alexander and Sharon Byrum said they would confirm the packet. The meeting was adjourned after a motion from Stines and a second from Montoye.
