Franklin County commissioners approve package of resolutions and several budget amendments, including highway and school items

Franklin County commissioners combined and approved a package of resolutions and enacted several budget amendments at their Dec. 5, 2022 meeting.

The board combined Resolutions 12a through 12e — which included multi‑year operating leases and maintenance agreements for county Probation Services, a multi‑year contract for security electronics at the jail, and authority for electronic monitoring services in General Sessions and Juvenile Court — and approved them by voice vote after a motion to combine items. The board also adopted a Model Code of Ethics for Franklin County.

On fiscal items, the commission approved a Highway Fund budget amendment (Resolution 12f‑1222) and multiple school-related budget resolutions (Resolutions 12g–12i), many of which were approved by roll-call votes and recorded as 14 ayes when specified in the minutes. Commissioners grouped routine finance items (finance director reports, quarterly financial reports) and received and filed them.

Why it matters: The multi‑year service agreements authorize ongoing vendor relationships that the county will execute and fund through departmental budgets. Budget amendments adjust appropriations for the current fiscal year and can affect county and school operations and planned capital work.

What’s next: The finance director will record the approved budget amendments in the county accounting system; departments are expected to proceed with contracts and purchases per the newly approved appropriations.
