Jean Drive rezoning stalls after opposition; Lynchburg Road parcel rezoned commercial

The Franklin County Board of Commissioners on Dec. 5 heard public comment on four rezoning requests and voted on several.
Nicholas Northcutt, representing applicant Thomas Whitley, presented sketches for a proposed rezoning of an 8.23-acre Jean Drive property from Agricultural to R‑1 single-family that would create about a dozen lots. Neighbors Paul Simmons and Joe Merrell spoke against the proposal, citing neighborhood impacts and concerns about compatibility. The item did not receive a motion and was recorded as failed for lack of motion.
By contrast, the commission voted to rezone a 9.51-acre parcel on Lynchburg Road from R‑2 general residential to C, commercial. Nick Barry spoke for the applicant, and Commissioner Bruce McMillan moved the rezoning with Commissioner William Anderson Jr. seconding; the motion passed on a voice vote. The commission also approved another rezoning on Oak Grove Road and David Crockett Parkway that will change a 2.3-acre parcel from residential to commercial.
Why it matters: Rezoning decisions change what property can be developed and can affect traffic, neighborhood character and future tax base. The Jean Drive petition will remain on the record and can return to a future agenda if a commissioner moves it for consideration.
What’s next: The approved Lynchburg Road and Oak Grove rezoning ordinances will be incorporated into the county zoning map; the Jean Drive request may be resubmitted or tabled until revised plans are provided.
