Commission OKs school budget amendments, contracts for copier services and museum work; appoints boards and notaries

At its Oct. 16 session the Franklin County commissioners approved multiple Board of Education budget amendments, a multi‑year lease for copiers, a contracted services agreement for the board of education, and a $12,500 contract to assist restoration of the Old Jail Museum. Appointments and six notary applications were also approved.
The Franklin County Board of Commissioners unanimously approved a set of fiscal and contract items at its Oct. 16 meeting, including several Board of Education budget amendments and multiple contracted services.
Resolutions 10a‑1023, 10b‑1023 and 10c‑1023 amended the Board of Education general fund and county general budgets for the fiscal year ending June 30, 2024. The documents in the meeting packet list specific line‑item changes to supplies, equipment and staffing costs and identify state grant and reserve revenue sources. Motions on the amendments were moved and seconded as recorded in the minutes and each motion passed with a recorded vote of 14‑0.
The commission also approved a multi‑year lease and maintenance agreement with Konica Minolta Business Solutions for the school district’s secondary curriculum copiers (Resolution 10d‑1023). The Konica Minolta proposal in the packet lists a $89.00 monthly lease amount on a 63‑month term and includes maintenance and a per‑copy overage charge. The lease was authorized by motion of the board and recorded as passed by majority vote.
Resolution 10e‑1023 authorized a contracted services agreement between the Franklin County Board of Education and Gallaher & Associates, Inc., for fire alarm line monitoring and maintenance at school facilities. The contract will be multi‑year and was advanced by the finance committee.
Resolution 10f‑1023 authorized a $12,500 lump‑sum contract with Structural Design Group to provide structural services for restoration work at the Franklin County Old Jail Museum; the contract documents are in the packet and the commission recorded a unanimous vote for approval.
Elections and appointments included the appointment of Eddie Clark to the Board of Zoning Appeals and the reappointments of multiple judicial commissioners to full‑ and part‑time positions. The commission also approved six notary public applications.
All of the above motions are recorded in the minutes as passing by majority (recorded votes indicate 14‑0 where roll call was used). The meeting adjourned at 7:14 p.m.
