Cumberland County commission approves bundle of appointments, budget amendments and $394,800 Chromebook purchase

The Cumberland County Commission met April 21 at the Art Circle Public Library in Crossville and approved a series of appointments, policy items and budget amendments, including a $394,800 purchase of 1,200 student Chromebooks and several school fund transfers.
On motions from various commissioners, the body adopted resolutions to fill board seats and county posts. Commissioner Nancy Hyder moved and Commissioner Greg Maxwell seconded the appointment of Chase Wood as Building Maintenance Director (Resolution 04-2025-1), which carried by unanimous voice vote. The commission also appointed Commissioner Tom Isham to the E-911 Emergency Communications District Board (04-2025-2) and reappointed members to the Industrial Development Corporation board and Health and Safety Standards Board (04-2025-4; 04-2025-6). The commission reappointed James Wojcik, M.D., as county medical examiner with compensation capped at $75 per death investigation (04-2025-5).
The commission approved a mix of general fund and school fund budget amendments. Among the items approved were a $3,000 State recruitment and retention grant for the sheriff’s department (04-2025-9); $16,300 for County Clerk computer technology (04-2025-10); $24,800 for Ambulance Department EMS training supplements (04-2025-11); and a $68,000 grant for the Fire Department to purchase a washer and dryer for personal protective equipment and thermal imagers (04-2025-12). On the school side, the commission accepted a GEAR Up state/federal grant adjustment for $12,057.48 (04-2025-14), authorized $51,741.06 in TISA bonuses from the Central Cafeteria fund (04-2025-18), approved employee bonuses totaling $57,212.87 from outcomes monies (04-2025-19) and moved $598,183.30 in outcome funds to pay employee bonuses (04-2025-21).
The commission approved a $394,800 purchase of 1,200 student Chromebooks for the school system (Resolution 04-2025-20) and several related school fund reallocations, including $42,147.75 (04-2025-16) and a $48,000 ISM state grant accounting revision (04-2025-17). All measures listed on the agenda were carried by either unanimous voice vote or unanimous roll call as noted in the meeting minutes.
The commission also empowered the mayor to execute an agreement to donate the Homestead Tower to the State of Tennessee Park System (04-2025-7) and approved the county’s Fund Balance Policy (04-2025-8). The purchase of three lots from the City of Crossville — including the Snodgrass Building and an amphitheater — was approved by roll call vote (04-2025-13); Commissioner Deborah Holbrook asked whether lease revenue would be collected, and County Mayor Allen Foster said little revenue was anticipated.
Finance Director Jennifer Turner reported on April collections for EMS, hotel/motel tax, sales tax and prisoner boarding. County Attorney Philip Burnett said there were no new cases in the past 30 days and that the Andrews Lane matter appears to be concluding with property cleanup; he also said Health and Safety Standards Board officers are preparing to assume duties on July 1, 2025.
