Commission reappoints EMS medical director, orders AEDs and authorizes talks with Flatrock Motorsports for EMS/fire services

Cumberland County commissioners reappointed James Wojcik, M.D., as the county Emergency Medical Services medical director and approved related public-safety equipment purchases at their Oct. 20 meeting.
Commissioner Charles Seiber moved and Commissioner David Gibson seconded the reappointment of Dr. Wojcik, with the term recorded as expiring Oct. 31, 2027. Commissioner Deborah Holbrook asked who supervises the medical director; Mayor Allen Foster replied that the medical director reports to the mayor and noted Dr. Wojcik's prior contributions to the department.
The commission also approved budget amendments to buy automated external defibrillators (AEDs), LifePak hard-shell cases and emergency medical kit bags containing naloxone: $45,000 for certified emergency medical responder patrol deputies in the sheriff's department (resolution 10-2025-5) and $30,000 to equip multiple county buildings (resolution 10-2025-6). The minutes list the buildings to be equipped, including the courthouse, county clerk's office, Justice Center and Art Circle Library. Both purchases were adopted by unanimous roll-call vote.
Separately, the commission authorized Mayor Foster to negotiate and execute agreements with Flatrock Motorsports related to provision of EMS and fire services; the minutes record the authorization but include no contract terms. The mayor was directed to address cost and necessary terms and to report back when negotiations conclude.
