Claiborne County earmarks ARPA funds for District 1 and District 9 water projects

Claiborne County commissioners approved ARPA-funded water projects for two districts during their Feb. 28 meeting, authorizing county matches and project earmarks aimed at repairing and extending water service.
Commissioners combined Resolutions 2022‑014 and 2022‑015 to allocate $213,315.04 from ARPA funds as the county match for an Appalachian Regional Commission grant to rehabilitate the Clearfork Utility District water-treatment plant in District 9. The Clearfork district said it needs replacement of a six‑inch well pump motor; removal and replacement cost estimates in the packet were roughly $9,117 for removal/repair and $4,803.90 for a high‑service pump motor. The combined resolution directs the County Finance Director to pay the Clearfork Utility District for the match.
Separately, the commission approved Resolution 2022‑030 to earmark $213,315.04 for a District One water project, with sponsors stating the funds should be used for installation of a pump station and as much piping as can be laid on Ferguson Ridge Road. That motion was presented by Commissioner Charlton Vass and seconded by Commissioner Brent Clark; roll‑call votes on these items were unanimous.
Supporters emphasized the need to maintain and extend water infrastructure in low and moderate‑income areas and noted that matching funds unlock state and federal grant dollars. The Clearfork resolution included vendor estimates from Corum Pump Service and Well Drilling and specified the intended use of the match to complete the Appalachian Regional Commission project.
Both resolutions were approved without recorded opposition and instruct the County Finance Director to disburse matching funds as described in the resolutions.
