Claiborne County Commission approves grants, FEMA relief and budget amendments; records ARP premium-pay totals

Claiborne County commissioners on Dec. 20 approved a series of budget amendments and grants covering public safety, library services, victim-witness support and highway disaster repairs, and recorded American Rescue Plan (ARP) premium-pay figures in the meeting record.
The commission approved Resolution 2021-117 to appropriate up to $36,000 from a Marshall grant for overtime in the Claiborne County Sheriff’s Department. Commissioner Stacey Crawford moved the measure; Commissioner Nathan Epperson seconded. The roll-call vote was 21 for, 0 against.
Commissioners also approved state library grant action (Resolutions 2021-119 and 2021-120). The Top Grant totals $3,600, with $3,000 from the state for hotspots and a required $600 local match. During discussion Commissioner Whitt Shuford moved and the commission approved an amendment establishing a reserve line item for library funds and directing a $1,879 transfer from that reserve rather than undesignated fund balance. The amendment and the resolution passed by roll-call vote, 21 for, 0 against.
The commission approved Resolution 2021-122 to add $6,064.01 in federal VOCA funding to salary and benefit lines for the Victim-Witness program (position located in the District Attorney’s Office). Commissioner Kim Large moved the measure; Commissioner Nathan Epperson seconded and the motion carried by aye vote.
For infrastructure, the commission approved Resolution 2021-124 to disburse $132,812 in FEMA disaster relief received for a February 2020 event, allocating $100,000 to asphalt, $10,000 to pipe and $22,812 to parts. Commissioner David Mundy moved the resolution; Commissioner Steve Mason seconded. Roll-call vote was 21 for, 0 against.
The meeting record also includes detailed ARP premium-pay accounting lines and totals (listed in the minutes and supporting budget pages). The minutes show ARP essential-pay line-item totals and transfers across several funds and list a grand total of $469,775.25. Separately, the meeting record includes text of Resolution 2021-110 describing ARP eligibility and specifying that the county identified eligible workers as those in the Sheriff’s Department (95 full-time employees) and the Solid Waste Department (26 full-time employees) and authorizing premium pay of up to $2,500 per eligible worker.
