Claiborne County Commission approves 10 resolutions including $157,238 jail-program grant, road additions and transfer of industrial development funds

At its Sept. 20, 2021 meeting in Tazewell, the Claiborne County Commission approved a slate of routine resolutions covering grants, purchases, road actions and transfers of funds.
Key approvals included:
- A $157,238 grant award from the Office of Criminal Justice Programs to support evidence-based jail programming, including funding for two staff positions and 20 pre-programmed learning tablets (Resolution 2021-082).
- A $5,000 contribution to Habitat for Humanity to be paid from undesignated fund balance and expended after Jan. 1, 2022 (Resolution 2021-080).
- Approval to purchase replacement desks for the County Clerk’s office at a quoted price of $4,891.70, paid from the County Clerk’s reserve account (Resolution 2021-081).
- Road actions: addition and naming of Clairfield Church Road (approx. 0.10 mile) and an extension of Dunn Hill Lane by 1/10 mile to bring it to 2/10 miles on the county road list (Resolutions 2021-083 and 2021-084). Correspondence from Clairfield Missionary Baptist Church and signed owner agreements accompanied the requests.
- Public-works approvals: a lease/purchase financing arrangement for a Caterpillar roller (amount financed $116,881.02) and declarations of surplus equipment and scrap metal for sale under state law (Resolutions 2021-086, 2021-087 and 2021-088).
- Authorization to accept up to $75,000 in state-provided funds to install an awning at the Claiborne County Health Department; the county must expend funds up front for reimbursement and complete the project by March 2023 (Resolution 2021-085).
- Approval to transfer funds and accounts administered by the county finance department to the Claiborne County Industrial Development Board once the board establishes a bank account (Resolution 2021-089). A motion to amend the resolution to defund Fund 119 failed 1–19; the original motion passed 19–1 with Commissioner Charlton Vass voting against the measure.
Most resolutions passed unanimously by roll-call votes of 20–0; the transfer to the Industrial Development Board drew the single dissent noted above. All actions were taken by roll-call votes as recorded in the minutes. The meeting adjourned after the votes.
