Claiborne County mayor reports purchase for Helen Ross McNabb site, ARC boat‑ramp application progressing; coalition outlines prevention events

County Mayor Joe Brooks updated the Claiborne County Commission on property and grant developments and provided a brief public‑health status report at the Aug. 16 meeting in Tazewell.
Brooks said the county purchased a metal building from Pump Springs Baptist Church (doing business as Servolution Ministries) and is in the process of transferring the building to Helen Ross McNabb. He reported that applications for the Brogan boat ramp project have been submitted to the Appalachian Regional Commission and are on track for approval, and that the county’s Finance Office is configuring the ARC portal to receive grant funds.
On public health, Brooks reported 158 COVID‑19 cases in Claiborne County at the time of the meeting and said the Tennessee Department of Health is recommending booster shots. He also noted Governor Bill Lee’s Executive Order 84, which provides parental discretion on mask use for students in the state.
Dan Spurlock, representing the Stand in the Gap coalition, outlined his group’s current projects: a "Stashed Away Trailer" exhibit scheduled for Sept. 9–10 intended for adults (age 18 and up) that is targeted to teachers, school resource officers, parents and caregivers; a State Opioid Response grant earmarked for stimulant prevention efforts; and plans for a voluntary drug‑awareness rally for students in grades 5–12 at the fairgrounds. Spurlock told the commission the coalition is coordinating with Juvenile Court and is seeking assistance with transportation for student attendees.
Commissioner Mitchell Cosby moved to reappoint Donna Lewis to the Library Board through June 30, 2024; Commissioner Kim Large seconded and the motion carried by aye vote.
No formal votes were required on the mayor’s informational updates; the commission recorded the property purchase and the county’s work to set up grant portals. Officials identified next steps as completing the ARC portal setup and coordinating grant administration and transportation logistics for the coalition’s planned event.
