Carter County approves $6.5 million Helene bond transfer, multiple budget amendments tied to storm recovery

The Carter County Board of Commissioners on Dec. 15 approved a suite of budget measures tied to the county's response to Tropical Storm Helene and routine operating needs.
Commissioners voted unanimously to approve a Helene Bond Fund amendment that allocates $6,501,818.87 from Helene bond proceeds for road and bridge repairs and related construction inspection services. Julie Guinn, who moved several of the budget items, framed the amendments as part of the ongoing recovery effort.
The board also approved a $150,000 purchase order to Schaus Professional Services for consulting on Helene-related work and authorized payment of $59,369.70 to the same vendor for invoice #110725. The invoice payment passed with 16 yes votes and four no votes; the purchase order passed 15-5.
Other measures approved included:
- A County Fund amendment (101-6) totaling $165,801.08 (20 yes votes). - A Solid Waste Fund amendment (116-4) for $13,005, with $950 coming from Solid Waste Fund Balance (20 yes votes). - An ARP fund transfer of $81,000 to support engineering for the White Rock Tower access road (20 yes votes). - A Highway Fund amendment for $450,000 to cover costs tied to a temporary bridge and road repairs (20 yes votes). - School-related amendments: General Purpose School Fund amendment 141-5 ($71,031.56) and School Federal Projects Fund amendment 142-3 ($84,492.13) (each approved 20-0). - Acceptance of monetary donations to the animal shelter totaling $3,500 and non-monetary donations of $275 (each approved unanimously).
Many motions were moved by Commissioner Julie Guinn and carried without extended debate. Electronic roll-call votes are recorded in the meeting minutes and matched the tallies read aloud during the meeting.
Next steps: several of the allocations are administrative (budget amendments and purchase orders) that will be executed by county staff; the Helene bond funds are earmarked for road and bridge repairs identified in the county's recovery plan.
