Benton County commissioners approve majority of Feb. 19 agenda; several budget and appointment measures pass

The Benton County Commission met Feb. 19 at the Benton County Courthouse and approved a series of routine resolutions covering budgets, appointments and reports.
The panel began by approving the meeting agenda and January 2019 minutes. The commission accepted the public utilities report and the Tennessee Rehabilitation Center quarterly report. A representative from the 2020 Census spoke during Citizens Forum, and Commissioner Rocky Presson urged notifying the governor that Benton County’s economic distress may be limiting student scholarship access.
Several resolutions budgeting and reallocating funds passed by either voice or roll-call vote. Notable approvals included RESOLUTION 20190219-01 (the county mitigation plan), appropriations for county building maintenance ($12,000) and multiple budget adjustments within department accounts. The commission also approved numerous board appointments for Parks & Recreation, Solid Waste, Industrial Board and other local bodies.
A clerk’s list of February 2019 notary appointments was approved by voice vote (names listed in the minutes). Commissioners combined RESOLUTIONS 0219-16 and 0219-17 and approved them together by roll call. RESOLUTION 0219-20 also passed by roll call.
Several measures were amended on the floor before passage. For example, RESOLUTION 0219-02 — directing the county’s 75th District representative to request severance-tax documentation from the Tennessee Department of Revenue — was amended to correct the TCA code citation before approval. RESOLUTION 0219-11 was amended to reduce the payment amount to $5,603.72 to cover an outstanding Barrett Group invoice; the amendment and the resolution as amended passed.
The meeting included routine nominations for the Civil Service Board and a scheduled contested vote for Seat 1, but commissioners later voted to postpone the Civil Service Board election until next month. Mayor Lashlee asked the county attorney to clarify whether abstentions or "passes" affect vote outcomes, noting the impact of absent commissioners on the legislative body.
The commission adjourned after approving the listed items and certifying the minutes.
