Bland County supervisors approve school carryover, Bland Ministry Center funding and routine budget transfers

Bland County Board of Supervisors Chairman Keith Costello called the county’s June 25, 2024 regular meeting to order at 5:00 p.m. at the Bland County Courthouse in Bland, Virginia. Present were Supervisors Keith Costello, Patrick Groseclose, Randy Johnson and Stephen Kelley; Cameron Burton, county administrator, and county staff were also in attendance.
The board unanimously approved an amended agenda that added an executive session to discuss personnel matters involving maintenance. Supervisor Randy Johnson moved to approve the agenda as amended; Supervisor Patrick Groseclose seconded and the motion carried on a roll-call vote with all four supervisors voting yea.
On a single consent vote, the board approved minutes from May 9, May 28 and June 7; payroll issued May 31 ($140,035.45) and June 14 ($134,557.73); vendor bills for April ($8,241.36), May ($97,321.65) and June ($191,501.48); departmental reports; and appropriations including the April 2024 Social Services local allotment ($62,611.90) and the Bland County School Board’s July 2024 requisition ($1,112,984.67). The consent agenda motion was made by Supervisor Stephen Kelley, seconded by Supervisor Randy Johnson, and passed unanimously.
The board approved several budget adjustments and appropriations. Supervisors adopted trash adjustments for April through June 2024 totaling $1,368.77 (motion by Kelley; second Johnson). The board carried over $312,415.41 from FY24 to the Bland County School FY25 budget, comprising $85,417.19 from the School Safety and Security Grant and $226,998.22 from the All In Implementation PPA funds (motion by Groseclose; second Johnson). The board also approved a $35,000 appropriation from Public Safety Funds (Fund 100) to the Bland Ministry Center (motion by Johnson; second Groseclose).
A separate motion transferred $3,600 within the FY25 Clerk of Circuit Court budget from Other Operating Supplies (21600-6014) to Salaries and Wages (21600-1100); that motion was made by Kelley and seconded by Groseclose and approved by roll call.
Later in the meeting the board entered executive session "to discuss personnel matters: annual evaluation of the County Administrator and Maintenance," citing Virginia Code §2.2-3711(A)(1). The board returned to open session and unanimously adopted a certification pursuant to Virginia Code §2.2-3712 that only the matters announced were discussed. The meeting was then adjourned on a motion by Randy Johnson, seconded by Patrick Groseclose.
No members of the public spoke during the public comment period. The board took no formal action during the executive session beyond the certification on return to open session.
