Bland County supervisors declare local state of emergency, approve grants and appropriations

The Bland County Board of Supervisors unanimously adopted a resolution on Oct. 22, 2024, certifying the start of a local state of emergency that the deputy county administrator declared on Sept. 27, 2024, and approved a series of appropriations and administrative actions to support recovery and county operations.
The emergency resolution was moved by Randy Johnson and seconded by Stephen Kelley; the board voted unanimously to adopt it. The resolution certifies that the local state of emergency began Sept. 27, 2024, at 10:00 a.m., as declared by the deputy county administrator.
In subsequent votes the board approved Wythe-Bland Foundation grant appropriations totaling $55,000 — $15,000 for the Bland County Farmers' Market (2025 operations) and $40,000 for the Youth Sports Coordinator program. The motion to appropriate the grants was made by Stephen Kelley, seconded by Patrick Groseclose, and carried unanimously.
The board also approved a $50,000 transfer from the Capital Improvement fund to Buildings and Grounds to renovate the Community Building. Patrick Groseclose moved the appropriation; Stephen Kelley seconded the motion, which passed on a unanimous roll-call vote.
To support broadband infrastructure, the supervisors voted to waive an electrical permit fee of $51 for power meters serving fiber internet as part of the Giga Beam network project. Randy Johnson moved the fee waiver; Patrick Groseclose seconded and the motion was approved unanimously.
Earlier in the meeting the board approved a consent agenda that included payrolls (Sept. 30 payroll $164,760.71; Oct. 16 payroll $141,210.17), vendor bills for September ($111,683.26) and October ($267,050.91), department reports, and the Bland County School Board's November requisition for $1,066,358.75. Stephen Kelley moved the consent agenda; Randy Johnson seconded and the roll-call vote was unanimous.
The supervisors also amended the 2024 Holiday and Meeting Calendar to add a half-day local holiday on Nov. 27, 2024, add a local holiday on Dec. 31, 2024, and move the December board meeting to Dec. 17, 2024. The motion was approved unanimously.
The board's actions at the Oct. 22 meeting were procedural and unanimous; no votes failed or were tabled. The next regular meeting is scheduled for Tuesday, Nov. 26, 2024, at 5:00 p.m.
