Staff presented a subdivision plat to legalize a decades‑old, informal land swap involving Parcels 7, 8 and 9 owned by current property owners. The minutes state the swap originated as a handshake agreement about 40 years ago between prior owners; current owners seek to formalize property lines through a subdivision plat.
Engineering reported that Parcel 7 does not connect to a state‑maintained road and therefore the plat requires a variance and does not meet the ordinance’s notice requirement. Staff also reported that water and sewage disposal are available to the property. The Engineering Department recommended approval of the subdivision plat with a variance for lack of connection to a state road.
Because the commission lacked a quorum at the Sept. 8 meeting, Director Kenneth Dunford Jr. polled members and recorded yes responses; the minutes indicate the plat and variance recommendation will be placed on the October 2022 agenda for ratification by the Planning Commission.
