Engineering recommends approval of Frito‑Lay E&S plan, building permit to be withheld until stormwater permit obtained

Kenneth Dunford Jr., Director of County Engineering, reported on Sept. 8, 2022, that the Engineering Department reviewed an erosion & sediment control (E&S) plan for a proposed Frito‑Lay warehouse at the site of the old Shoney's in Richlands and found that staff comments had been addressed.
Dunford said the department had received a copy of the Town of Richlands zoning permit and that the $63 fee for the county review had been paid. Based on the plan review, Dunford recommended approval of the E&S plan but asked that the Building Department hold the building permit until the applicant provides a Storm Water Permit.
The minutes do not record public comment on this item. The Engineering Department’s recommendation was recorded and, because the commission lacked a quorum, the items were polled and scheduled for formal ratification at the October 2022 Planning Commission meeting.
