Bland County supervisors elect Randy Johnson as chair, approve budgets, grants and appointments

Cameron Burton, county administrator and clerk of the board, called the meeting to order at 5:01 p.m. and led the Pledge of Allegiance and invocation. Supervisor Keith Costello nominated Randy Johnson for 2025 chair; the motion was seconded by Supervisor Patrick Groseclose. The roll-call vote was Costello — yea; Groseclose — yea; Stephen Kelley — yea; and Johnson — abstained, and the motion carried.
Chair Randy Johnson then opened nominations for vice-chair. Supervisor Stephen Kelley nominated Patrick Groseclose; Costello seconded. Roll-call votes were Kelley — yea; Costello — yea; Groseclose — abstained; and Johnson — yea, and the motion carried, electing Groseclose vice-chair for 2025.
The board approved the meeting agenda and the consent agenda, which included the Dec. 17, 2024 meeting minutes and payroll disbursements of $141,101.95 (Dec. 31, 2024) and $179,987.12 (Jan. 16, 2025). On separate motions the board appropriated the Social Services November 2024 local allotment of $15,333.89 and approved the Bland County School Board's February 2025 requisition totaling $1,141,146.10.
Among administrative items, supervisors adopted the 2025 Rules of Procedure; adopted 2025 bank account resolutions as amended to incorporate the signatures of Chair Randy Johnson and Vice-Chair Patrick Groseclose; and reaffirmed the county administrator and deputy county administrator as authorized agents. The board also adopted the FY2026 budget calendar and the local holiday calendar for 2025.
The board set the county mileage reimbursement rate at $0.70 per mile effective Jan. 1, 2025 to match the Internal Revenue Service change. The board appropriated $14,688.70 from a Forest Sustainability Award and appropriated $2,000 from an American Library Association Community Connect Grant to the Bland County Public Library.
Supervisors approved a blanket waiver of permit fees for county projects, citing Permit #1-2025 in the amount of $30.60. The board adopted a resolution supporting the Bland County Hazard Mitigation Plan and approved renewal of the county's letter of credit with New Peoples Bank.
The meeting included brief updates from Lisa Hall, clerk of the court, and Joshua Neal, youth sports coordinator, and concluded after a motion to adjourn carried. No public commenters spoke during the public comment period.
Actions taken at the meeting were routine and procedural in nature, affecting local budgeting, grants, appointments and administrative controls. The board did not take controversial or contested actions at this session; several leadership elections included abstentions but motions carried.
