Tazewell County CPMT approves financial reports, encumbrances and corrects IFSP service wording

Tazewell County’s Community Policy and Management Team approved routine financial reports, fund encumbrances and a corrective wording change to IFSP documents during its Nov. 28, 2022 meeting.
Robin Jackson moved to approve the Oct. 24, 2022 meeting minutes, and Jeff Brintle seconded; that motion passed unanimously. The CPMT then approved the October FY2023 financial report (motion by Jeff Brintle, second by Robin Jackson), the 07-01-2022 to 06-30-2023 encumbered WRAP funds (motion by Roberta Boyd, second by David Taylor) and the Safe & Stable funds for Oct. FY2022–2023 (motion by David Taylor, second by Shanna Plaster). All motions were carried unanimously.
During review of FAPT-approved cases, Chair Lori Gates-Addison raised concern that some Individual Family Service Plans (IFSPs) and case summaries used the phrase "intensive in-home services." CPMT Vice Chair David Taylor said that labeling would indicate Medicaid-covered intensive services rather than CSA-funded supports. Taylor moved to strike the wording "intensive in-home services" from all IFSP reviews and related summaries and to replace it with the description "family in-home coordination and supportive services." Jeff Brintle seconded the motion and CPMT members approved it unanimously.
The board then moved into a closed session (motion by Jeff Brintle, second by Shanna Plaster) to discuss foster care, CPS, Cumberland, court services and school cases and the funding to be provided for those cases. The CPMT certified the closed meeting in accordance with the Virginia Freedom of Information Act, citing Va. Code §§2.2-3711 and 2.2-3712; the certification vote was recorded as AYES 9, NAYS 0, ABSENT 1. After closed session, Jeff Brintle moved to approve the discussed cases and funding; David Taylor seconded and the motion passed.
The meeting adjourned at 12:30 p.m. The next scheduled CPMT meeting is Dec. 19, 2022 at 10:00 a.m.
Why it matters: the IFSP wording correction clarifies that CSA funds will be used for coordination and supportive services rather than Medicaid-covered intensive in-home treatment, which affects funding sources and case oversight.
