Tazewell County CPMT ratifies emergency residential placement and private-school contract for child

The Tazewell County Community Policy and Management Team voted Nov. 28, 2022 to ratify emergency placement of a child at NDUTIME and to approve a private-day educational contract with Educational Development Center for November services.
The coordinator, Margo Trigg, told members the child was released from another facility and NDUTIME accepted the placement but does not operate an education program. Trigg said Richmond Public School System would not allow the child to attend while placed at NDUTIME and quoted NDUTIME policy that “children must be enrolled in school while in their facility or will be discharged.” CPMT members approved private-day enrollment with Educational Development Center by an emergency email poll on Nov. 15; the County Attorney executed the EDC contract Nov. 16.
Why it matters: emergency placements and the related educational arrangements affect who pays for care and whether the child maintains school services. CPMT oversight determines CSA-funded placements, contract execution and short-term funding for the child’s residential and educational needs.
The record shows staff began contacting NDUTIME on Oct. 3, 2022; contracts were exchanged and routed to the CPMT Chair and the County Attorney in early October. CPMT and the Family Assessment and Planning Team (FAPT) approved the NDUTIME placement via an Oct. 12 email poll; at the Nov. 28 meeting CPMT formalized approval of November through January services. For EDC, staff first contacted the vendor Nov. 3; the EDC contract was returned Nov. 10, routed for chair review Nov. 14–15 and approved by CPMT and FAPT by email poll Nov. 15; the County Attorney returned an executed contract on Nov. 16.
Coordinator Trigg presented the contracts and circulated executed copies; she told the group she had forwarded continuity and contract paperwork to County Attorney Chase Collins for review and signing. CPMT Chair Lori Gates-Addison reviewed the materials with members at the meeting.
Actions recorded in the meeting packet and ratified at the Nov. 28 meeting include the email-poll approvals for the NDUTIME emergency placement (Oct. 12) and the Educational Development Center enrollment (Nov. 15), and the chair- and attorney-approved contract executions.
Next steps: CPMT will continue to monitor the child’s placement and educational arrangements; the coordinator will maintain contract records and related IFSP documentation. The next CPMT meeting is scheduled for Dec. 19, 2022 at 10:00 a.m.
