Tazewell County CPMT approves routine funding, reviews OCS guidance on Intensive Care Coordination

The Tazewell County Community Policy and Management Team met Nov. 27, 2023, in the Training Room of the Tazewell County Department of Social Services and approved prior minutes and routine funding items, reviewed updated guidance from the Office of Children’s Services (OCS) on Intensive Care Coordination (ICC), and scheduled follow-up work on a Program Enhancement Plan (PEP).
David Taylor, chair and director of the Tazewell County Department of Social Services, called the meeting to order at 10:10 a.m. The minutes record that the team unanimously approved the Oct. 23, 2023 minutes and several routine financial items, including the Oct. 23 financial report, encumbered WRAP funds for the July 1, 2023–June 30, 2024 period, and October 2023 Safe & Stable funds. The minutes do not record vote tallies or, in some cases, the names of who moved or seconded the motions.
The meeting packet included the PSSF Showcase 2020 Five-Year Plans; the minutes note that Tazewell County’s Five-Year Plan, written by Shanun Smith (Tazewell County fiscal assistant), is included in the showcase for review.
Members reviewed an OCS update to ICC guidance. The minutes say the updated documentation requires a separate "lead agency case manager" for youth served through High-Fidelity Wraparound (HFW); that role is distinct from the HFW facilitator and is to be filled by an employee of a local child‑serving agency (for example, the schools, local department of social services, community services board, or CSU). The guidance also states HFW may begin up to 90 days prior to discharge from congregate care. The CSA User Guide and an FAQ will be updated and posted to the OCS website.
Courtney Sexton, OCS program consultant, completed an Enhanced Technical Assistance initial report for Tazewell County; Chair Taylor emailed the report to CPMT members for review. The minutes state Ms. Sexton is scheduled to attend a CPMT meeting on Feb. 26 (the minutes list the year as 2023) to assist the team in drafting a Program Enhancement Plan that will set strategies, benchmarks and target dates for the report’s recommendations. The minutes do not clarify the year for the scheduled meeting; that appears to be a typographical inconsistency in the record.
The minutes record a motion to go into closed session to discuss individual cases (Foster Care, CPS, Cumberland, Court Services and Tazewell County Schools) and associated funding. A certification of the closed meeting cites Virginia law (Va. Code §§ 2.2‑3711 and 2.2‑3712). After closed session, the CPMT unanimously carried a motion to approve funding for services related to those cases; the minutes note unanimous passage but do not include numeric vote counts or identify who moved or seconded the motion.
