Board approves amended conditions for planned Dominion Energy ‘Unity’ substation

The Lunenburg County Board of Supervisors voted Oct. 10 to approve amended conditions for CUP 11-23, which addresses construction and operation of a major Dominion Energy transmission substation on a 213.45-acre parcel southeast of 251 Dusty Lane in Kenbridge.
Attorney Scott Adams, representing Virginia Electric and Power Company doing business as Dominion Energy Virginia, told the board the company and county representatives reached agreement on edits to condition number eight dealing with groundwater testing. County Attorney Frank Rennie said the Planning Commission and legal counsel recommended the amended conditions.
Supervisor Frank W. Bacon moved to approve the amended conditions for the previously authorized major public utility; Supervisor Robert Zava seconded the motion and the board voted unanimously to approve the amendment. County staff said the conditions will be recorded in the formal resolution prepared for the board.
The CUP originally authorized a 230/500 kV Electric Transmission "Unity" Substation on tax parcel 059-0A-0-18A and documented that 49.740 acres had been subdivided for purchase by the company. The amended conditions address issues raised during earlier review, including groundwater testing procedures agreed between the applicant and county representatives.
