Lunenburg Board adopts resolution opposing state preemption of local solar siting

By unanimous roll call, the Board authorized a resolution urging the state legislature and governor to oppose any bill that would limit local control over siting and the size of utility-scale solar facilities in the county.
County Attorney Frank Rennie presented a draft resolution stating that Lunenburg County supports "organized, planned and efficient solar development" but opposes legislation that would remove local review or override local comprehensive plans and zoning ordinances.
By roll call, the Board authorized Chairman Alvester L. Edmonds to sign the resolution opposing proposed state legislation that would limit local control over the siting of utility-scale solar projects. The resolution urges the Virginia House of Delegates, Senate and Governor to oppose passage of any bill that "interferes with the rights of a locality to determine the best use of property located therein or that legislates the size, character, and placement of solar facilities within the County." The vote was recorded as seven in favor, none opposed.
County Attorney Rennie told the Board that committees have worked for months on Joint Comprehensive Plan and solar ordinance updates; the Board and County Planning Commission will hold a joint public hearing in March to review the Joint Comprehensive Plan, after which the solar facilities ordinance committee will consider ordinance recommendations and any public hearings needed before adoption.
