Lunenburg supervisors approve FEMA-required floodplain update, sign off on IT contract and VRA arbitrage action

Administrator Tracy M. Gee said the county must forward the approved ordinance to FEMA for final review prior to the May 6 deadline.

Beyond the floodplain update, the board approved multiple administrative and financial actions in a single session. Administrator Gee told supervisors that Virginia Resources Authority (VRA) reported an arbitrage rebate liability of $71,508.72 tied to VPFP Series 2021C bonds; Gee said VRA requested authorization to move the liability into a VRA rebate account to prepare for IRS payment on the sunset date of Nov. 1, 2026. The board authorized Gee to sign the necessary Arbitrage Rebate Liability Authority document.
The board also approved a Managed Services Agreement with DataCare, Inc., to provide hosting, network monitoring, firewall and endpoint protection, backups, and related IT services for county servers and emergency communications systems. Gee described DataCare as "uniquely situated" given existing connections and proximity, and stated the company would provide services at a lower cost and faster implementation timeline; the board approved authorizing Gee to sign the contract.
Other actions approved included a transfer of $8,845.98 to Sheriff's Office line items, the declaration of surplus items from the Registrar's office, and the adoption of an updated Emergency Operations Plan. All motions on the agenda were carried unanimously.
