Lunenburg County approves $4.49 million school budget increase; grants and transfers cited

The Lunenburg County Board of Supervisors unanimously approved amendments to the FY2025 Lunenburg County School Division budget on March 13, increasing the school budget from $27,562,297 to $32,051,973 — an increase of $4,489,676 — to account for previously awarded grants, grant funds that were not available during the FY2025 budget process, and transfers for school construction.
County Administrator Tracy M. Gee told the Board the increase required a public hearing because it represented more than 1% of the total county budget. The staff-provided summary listed multiple carryover and grant amounts contributing to the increase, including ESSER III allocations and set-asides, a school security grant, Title IV funding and local match carryovers; the transcript lists the combined total increase as $4,489,676.
At the same meeting the Board unanimously accepted and appropriated a $14,217 Item Conservation grant awarded to the Clerk of the Circuit Court by the Library of Virginia for document preservation; Administrator Gee said the grant requires no local match.
In a separate presentation, Jessica Nowlin reported that average daily membership (ADM) for the school division remained at 1,484, with 133 students being homeschooled and 32 claiming religious exemption. Nowlin said the first phase of a two-phase bathroom renovation is complete and the second phase should be finished by the end of April.
During budget preview discussion, department leaders requested additional FY2026 funding for operational needs: Commissioner of the Revenue Liz Hamlett asked for more for data processing and postage; General Registrar Alissa Baldwin requested a pay increase for the Deputy Registrar and more postage and supplies; Commonwealth’s Attorney Rhonda Alexander requested higher pay for an assistant position; Sheriff Arthur Townsend said his department has three vacancies and asked to carry over vacancy savings to buy vehicles and equipment to fill those posts. Administrator Gee also announced a budget worksession for April 10 at 3:00 p.m. for community partners and the school division to present their FY2026 requests.
The Board approved the school budget resolutions and the appropriation of the Library of Virginia conservation grant during the same meeting.
