Miles City Council approves personnel policy changes, interlocal agreement and sets mill levy

Council moved quickly through several minutes-approval items at the start of the meeting. Motions to approve HR Committee minutes (Sept. 8, 2025) and multiple sets of regular council minutes were made and passed by recorded voice votes.
On new business, the council approved Resolution No. 4643, revising city personnel policies concerning probationary and trial periods. Committee Member Sherwood McKay moved the motion and Committee Member Brant Kassner seconded; the motion was recorded as voting —Yea— by Committee Members Don Simpson, Ed Pulecio, Brant Kassner, Sherwood McKay, Dan Scott and Brooke Bartholomew.
The council then took up Resolution No. 4644, a first reading to adopt a Public Records Request Policy for the City of Miles City. Committee Member Brant Kassner moved the measure and Committee Member Ed Pulecio seconded; the motion passed with the same recorded affirmative votes.
Resolution No. 4645, authorizing the City of Miles City to enter into an interlocal agreement with Custer County for fiscal years 2024-25 through 2028-29, was approved on a motion by Kassner and seconded by McKay, again with the recorded affirmative votes.
Finally, the council adopted Resolution No. 4646 electing to operate under the all-purpose mill levy and fixing the tax levy for the General Fund, Ambulance Fund and Airport Fund for FY2025-2026. Committee Member Brant Kassner moved the motion and Committee Member Don Simpson seconded; the motion passed by the same roll-call of "Yea" votes listed in the minutes.
